Zambia Allocates Approximately USD 2.7 Billion to Public Services and Development

In June 2026, the Government of Zambia allocated approximately USD 2.7 billion to finance public services, repay public debt, implement social protection programmes, and support infrastructure and development projects across the country.

According to the Ministry of Finance, the allocation reflects the government’s commitment to responsible public financial management, maintaining debt sustainability, promoting economic growth, and improving the quality of public services.

The largest share of the allocation, USD 1.9 billion, was dedicated to debt servicing and the settlement of outstanding obligations. As part of these efforts, the government also completed the full redemption of the Bond B bond, valued at USD 1.1 billion, marking an important step toward strengthening the country’s public finances.

Approximately USD 302 million was allocated to salaries and related obligations for public sector employees, while an additional USD 231 million was earmarked for transfers, subsidies, and social protection programmes. Key allocations include:

  • USD 82 million for the Social Cash Transfer Programme;
  • USD 33.5 million for projects under the Constituency Development Fund (CDF);
  • USD 16.5 million for the Food Security Pack Programme.

A further USD 165 million was allocated to the implementation of government programmes and the operation of public institutions, including approximately USD 11 million for preparations for the general elections scheduled for 13 August 2026.

An additional USD 77 million was earmarked for capital investments and infrastructure projects, including the construction and rehabilitation of roads, educational facilities, water supply systems, and healthcare services.

Among other development initiatives, USD 2.2 million was allocated to the Lusaka South Multi-Facility Economic Zone to promote industrialisation and attract new investment, while USD 11.5 million was set aside for geological mapping aimed at accelerating mineral exploration and the development of Zambia’s mining sector.

Felix Nkulukusa, Secretary to the Treasury at the Ministry of Finance, stated that the June budget allocation demonstrates the government’s commitment to balancing fiscal discipline with social responsibility while continuing to invest in infrastructure, education, healthcare, and local development.
